Etherton had served with Kitchener's Fighting Scouts in the Boer War and on the Western Front, in Egypt and Mesopotamia in the Great War. In 1918 he was sent on a special mission to Central Asia and from 1918-24 was Consul-General and Political Resident in Chinese Turkistan, also Additional Assistant Judge of H.M. Supreme Court for China. The present work gives an overview of the political, and economic challenges facing China in the 1920s and the possible steps to be taken in future.
